No Loopholes: Sex Offender Arrested for Device Violation

Coffee County, GA — On February 19, 2026, an ongoing investigation by Detectives with the Coffee County Sheriff’s Office Sex Offender Unit revealed that 33-year-old Xavier Divonte Carswell, a registered sex offender residing in Coffee County, was in possession of a communication device that had not been reported to authorities as required by O.C.G.A. § 42-1-12. Compliance with registration conditions is mandatory for all registered sex offenders, including the disclosure of any devices capable of internet access or electronic communication. Following confirmation of the violation, investigators located Carswell and took him into custody without incident. He is now facing felony charges related to failure to comply with sex offender registration requirements, which carry a potential sentence of one to thirty years in prison.

This arrest underscores the Coffee County Sheriff’s Office’s unwavering commitment to aggressively monitor, investigate, and hold accountable any registered sex offender who violates the law. Detectives conduct routine compliance checks, follow up on intelligence, and act swiftly on any indication that offenders are attempting to circumvent registration rules designed to protect the public, especially children.

Sheriff Cole reiterates that we will continue to maintain a zero-tolerance posture toward non-compliance, and any offender who believes they can evade supervision or exploit loopholes will be identified, apprehended, and prosecuted to the fullest extent permitted by law.
